do people here employ any extra electrical hardware to ensure better grounding of the plugs and outlets?

I personally use a ground for my tank, a GFCI (ground fault interrupter) and a powerstrip with a fuse built in (I don't really know if this will add any help in case of a short or not).

At the minimum I would install a GFCI in place of your current outlet. GFCI's are the outlets you see in kitchens and bathrooms with a circuit breaker built into them. You can buy one at any hardware store - it seems that the Leviton brand is the most readily available one (at least in CA). They come in 15 amp and 20 amp. I bought a 15 amp not knowing any better.

Installation is quick and for the $10.00 you spend, it's well worth it.
