you guys make it sound like 4PPM is bad. I use TAP, anything even at 5PPM should be better right? Not that I'll quit using TAP.

4 ppm RO water may be OK. But if you are talking about 4 ppm from an exhausted DI cartridge that is another case entirely.

So you're saying 68 degrees fahrenheit is different in summer than it is in the winter. Enlighten me please.

When they are left in too long, DI cartridges release the substances they have been removing from the water - and they release the weakly ionized substances first - and these will likely include ammonia and silicates
